September 2009. The REACH regulations have evolved along the usual lines for European commercial legislation in general, both good and bad. On the one hand the admirable goals and philosophy espoused in REACH are praised as wise, thoughtful, generationally significant and timely, whilst the roll out administration and institutional establishment around even the most mundane of REACH issues are proving to be more a problem that anticipated.
